Saute onions, garlic, celery for 3 minutes
Add the rest of the vegetables and the stock/water
Bring to a boil and cook till vegetables are tender
Strain the liquid
For Cheese Sauce
Combined beer, flour, milk, and cheese into a sauce pan. Cook slowly and continue stirring until cheese is melted.
Add cheese sauce to the vegetables
Salt and pepper to taste
